There are several sales of a ponyta on mercari as well, but I don’t see those on the list. It seems the ponyta is significantly less expensive, is there a reason for that?

Ponyta is from Information Pack vol. 4 (see www.elitefourum.com/t/japanese-unlimited-e-series-1-cards-base-expansion-pack/16426/36).
You can still pick up sealed Info Packs for pretty cheap in Japan, so there’s no reason to ever buy a raw copy (e.g. www.elitefourum.com/t/whats-your-most-recent-purchase/21976/15) .
