Start with the 2009 Pikachu victory medals! Those are real neat, especially the gold medal and its Pikachu’s pose on it! I don’t prefer the 2007 medals, Pikachu’s artwork looks computer-drawn.

Pearl has less alternatives to providing that same history and art. The medal has different colors of the same item and while it may impact increase in price more easily due to more market data, the pearl is hard to replicate the history, is a decent price point so requires consideration. Both equally difficult to acquire, but I believe pearl is stronger of the choice for the lack of alternatives out there.

I prefer the art designs of the 2007-2009 victory medals, BUT your reason is probably the most important thing.
Since rarity is what you seem to be going for, I’d say the 2005 Gold Victory Medal. (My preference would be different, but it’s not about what I Want.)
I voted for the Pika because of the art. Besides rarity, I don’t mind the pearl very appealing honestly. It doesn’t give me prize/trophy vibes at all.

I would say though, if we consider purely design features the Pearl does have characteristics in line with the trophies given out in that time period that are not present on the medal:
