Is that the XY30 tin promo? Is it available in English and Japanese.
Are there any other Blastoise cards I may have missed out on since the English release of XY?

That specific Blastoise is from the Tins. That specific artwork is not available in Japanese.

Ebay is so far turning up no results on this tin/card. Might have to delve deeper.
