How are there so many PSA 10 CD promos?

I stumbled upon the pop report for CD promos and wow - there are 40k copies graded.

And THOUSANDS of PSA 10s? How is that possible? English WOTC PSA 10 holos are like 100 or 200 usually. Are these really that plentiful?
