Hi y’all! This card was part of a collection I purchased a few years ago. There was a variety of miscellaneous items but none so hard to identify as this! I am curious if anyone knows the release information! It’s size and material is not something I have seen before, plus the holepunch and copyright on the back of the card throws me off. The material almost feels plastic instead of regular cardstock.

I have this same M Charizard EX, as well as a Torkoal:
They came from some kind of lottery set, with seven different plastic keychain cards, alongside a regular-sized cardboard SNP Pikachu.
