Has anyone seen this type of damage/misprint?

Just sorting through my bulk and I found this Japanese CD Snorlax that has a faded border, matching the color of the card. It does not seem to be sun-faded, but I’m not totally sure. The card itself is it decent condition, but you can see where its miscolored on the front its also abit miscolored on the back.

Weird, appears to be worst at the top corners. Lack of ink? Does this card suggest that the inking process of the boarder starts in and works it way out?

Looks like damage. Some kind of bleaching, maybe caused by sunlight

I’d go with damage by UV rays as well. The way the discoloration works its way down from the right top corner to the left bottom corner (where there’s no discoloration at all) makes it look like the UV source came from the same angle for a certain time.
