It still shows up on the eBay home page. I posted it on e4 just after getting my gift card.
Next person who tried it, update this thread if it works.

Successfully purchased, still works. I didn’t actually see the advertisement until I was on the gift card purchasing page.

Couldn’t find any mention of a promotion but when I went to buy (following the link on https://ebay.com/giftcards) it applied the discount automatically. Thanks OP!

I keep getting “not promo eligible” 
The promo was automatically applied when I went to purchase a gift card.
This is probably an indication that eBay knows you will be buying Eevee cards, and not a Mother Day’s gift.
