Hello everyone holo is there, but it’s missing the usual cosmos swirl pattern. Instead, it’s just a flat, mirror-like shine. No signs of tampering or damage.
Has anyone seen this before? Could it be a legit foil layer error? Planning to send it to CGC for possible error labeling. Appreciate any insight or similar examples!

As I mentioned on discord, it’s difficult to evaluate a card which you don’t have in hand. I think you are getting ahead of yourself if you’re thinking of sending to CGC when it’s unclear if the card is even authentic.
Once you get the card in hand, posting pictures and a video of the holo will help us figure out whether it’s an error or not.
I think it would be good to post some additional angles (or a video) of the front holo surface. The single angle you’ve shown looks similar to how a regular holo pattern might appear under that specific lighting
The resolution of the image provided is pretty poor so it’s hard to say either or, however i did find a few other examples on the market of just a dull holo that look similar. Not to say that its an error, just an old card.
In these examples the photos are good enough quality to zoom in and see the cosmos holo is indeed still there though just hard to see under certain lighting.
Echoing what others have said, better pics are needed - it could be a really faint holo, a pic with a strong light like a flashlight or bright lamp shone at an angle against the card could help show you (or us) if that’s the case.
You can probably find more on there too i just did a quick search, it just depends on the card condition (poor) and the lighting in the photo taken that seems to create the effect.
