Yes. That Staryu is one of the many fake Chinese cards out there…
The only sets/cards released in Chinese are:
- Base Set (1st / UED)
- Jungle Pikachu of the Pikachu World Collection 2000 set
- EX Legend Maker (excluding Pikachu Secret Rare)
- EX Legend Maker Plusle & Minun Decks
- PokéPark Promo Cards (some POP3, some POP4, some promos)
