But the main plot? After the radio tower going to catch ho-oh on top of tin tower and later in the game discovering “what? There’s Lugia somewhere in johto deep down the Ocean?!” like “yeah dude, why not?”.
Ho-oh got a special treatment while Lugia is kind of an easter egg in the Ecruteak plot.
That was a huge twist for 6 yo me and even older, I still thinks it’s done better in Gold.

Honestly I always felt the same. I think the reason is that Lugia was added much much later in development. In fact, it’s not even a gamefreak idea, but it was created by Takeshi Shudo only for the next pokemon movie.
