I kind of doubt it will be one big free-for-all anything goes party atmosphere to be honest. Without a doubt Covid protocols (especially for a big event like this) regarding social distancing etc are going to stick around until next year even if the borders are open. I would keep expectations in check to be honest.
Wouldn’t be surprised if entrance for non-participants is based on a lottery system too.

Now that you mention the lottery system, fk things might just turn out like that…
Looks like Tokyo Game Show was open this year to the public without a lottery so I think it’s likely a lottery system won’t be implemented unless they really want to control visitor numbers.
