Is this mold or a wax stain? I just bought this Blastoise and am trying to figure out what these specks are.

This could honestly be so many different things. The grader was having a good day giving this a 9 though.

Yes, I thought so too. I bought graded, didn’t get graded myself so I was a bit disappointed to see more than one flaw.
You could take a loupe light to see if it’s ink versus grime. Most mold spores growing in cases are white in color.
