Do PSA downgrade factory marks/spots?

Hi.
I would like to grade my 1st edition base set card here as you can see.
It is in fantastic condition and would probably get a 10 grade.
However as you can see there is a tiny little black dot in the top right hand corner of the card which might be seen as an imperfection.

I have very carefully tried to remove it thinking it could be a spec of dirt. But it is simply a factory dot.

My question is what are your opinions on this, would PSA ever grade this a possible 10? Or are factory marks simply not seen as gem mint however slight or small?

I definitely think that’s too small for PSA to dock a grade solely because of that. If the card is mint then it definitely has a good shot at a 10. However they do deduct for factory issues (marks, lines, centering).

It could be assumed a “weak” 10 for sure.
The way I look at this: would it bother me to own a card with that defect in a 10? Probably not!
Would I want to sell that same card to a customer? Absolutely not, at least blindly.
