My friend sent this card to BGS for me. It came back in a BGS 9.5. It’s only 0.5 away from a pristine 10. I hope I can bump it up. I will not crack open the slab and send it back raw. There is always a risk of damaging the card that way.
I have two questions.
(1) Does BGS regrade the graded cards in its own holders?
(2) What are the odds of bumping the grade to a pristine 10?
I would appreciate your comments.

Yes
(2) What are the odds of bumping the grade to a pristine 10?
Near 0
No one can tell if that card “should” be a 10 from the photo you posted, and grading is just not super consistent at that level of subgrades. You can crack and resubmit over and over until you get a 10 if you really want to try, but I wouldn’t recommend it unless you honestly believe that it’s currently a misgrade. If it were as simple as “it’s only 0.5 subgrade away”, then the countless cards out there in a similar situation would all be 10s.
The Giant Professional Grading Thread may be a better venue if you want feedback on specific card condition.

Your only hope is to crack it and hope it’s graded more generously, but this is a huge risk that could just as easily come back with a lower grade.
I know it’s tempting to think you’re so close and think of stories of other people cracking and resubbing and making lots of money, but my advice is not to. I’ve tried it multiple times and it hurt me every time to tried it. Tons of money and time down the drain…
