So I noticed this strange black mark on a recent psa graded Pidgeotto I bought. Can someone help identify what it is? It appears to be on the card.

Luckily I didn’t pay much for it. I overlooked the mark on the pictures provided in the listing so it’s my fault. I guess I’m just curious if it’s a factory mark or did someone take a marker or pen to it. My next question is how or why would this be considered a 9 from psa.
