Base Set 2 Charizard Printing Error or Card Damage?

Hello everyone! I recently came across this Base Set 2 Charizard with a significant red mark on the back of the card. After doing some research I am unsure if this is a printing defect or just damage that was done at some point in the card’s existence. I appreciate any input on this!

Looks to be a printer hickey to me. As @jac2357 pointed out, this is an error that is recognized by CGC only.
