A “cel” is a particular transparent cellulose acetate sheet on which the animator’s drawing is printed on and then painted, this procedure takes place for each individual frame that will make up the animated sequence of an anime/cartoon. Understand?
Best of luck. These things hardly ever come to market, and even though I have regularly checked for their presence on eBay over the past 10 years or so, I have never seen one with Charizard in it.
The market hasn’t really developed for these things, they’re pretty niche. Good thing about that is for how rare and special they are they’re relatively affordable…but their rarity also keeps from hardly seeing the light of day at auction. They truly are collector’s pieces that one doesn’t merely stumble upon and buy at the store as kid nor are they bought for the sake of reselling (unlike a lot of Pokemon cards)–rather, they have to be sought out and are kept in collections forever. I know I would never part with mine unless the value completely exploded and I was in dire need of the cash.

Cel just stands for celluloid, which was the type of film that was cut for tv shows until everything went digital. There would usually be two layers for animation. The foreground would have the movement within the cartoon, usually the characters. The background would be a painted background where the character was interacting (such as a forest, the inside of a house, a cave, etc)
Popular, iconic animated films had a few thousand cels but tv shows that went on for many seasons had millions. That is why you’ll see such crazy price variance.
Below is a He-Man cel of the main character that you could get for only $15. There were over 150 episodes of that show made.
Finally, here is a cel from Snow White, a single film. It’s priced at $9,500 Disney milked the cel market for years, they’d have a ton of extra shit hand painted and replicated, sell the backgrounds separately from the foregrounds, sell the sketches and pre production artwork, which is why their pricing is all over the place. So maybe a better example would be a cel from a studio ghibli film.
Regardless, the pricing is based on two things, how many cels from that animated production are likely out there, and how “iconic” is the imagery of the cel. Is it a main character? Is it a key momement remembered in the animation? Is something super cool happening?
You’d think pokemon cels would be cheap, regardless of it’s popularity, since there are over 1000 episodes and a metric fuck ton of movies that were made. Cels died out around the year 2000 so there should be a decade worth of pokemon cels out there somewhere, yet you don’t really see those popping up on ebay or anywhere else.

Yes, I do have one. I purchased it 2-2.5 years ago in an eBay auction for $150–came with a sketch as well, but no background. The seller listed it as an auction and not a Buy It Now, which was probably a mistake considering that these are rather niche and won’t have dozens let alone thousands of people jumping in willing to bid at any given time.
Pretty happy with it:) I hope to some day have cels that contain at least one of every major character on the show!
