Sometimes hair/fur doesn’t appear well in Pokemon video games, in the anime, on cards, on plush, etc. So the question becomes… which Pokemon are bald and which have hair/fur but appear bald?
For example, Raichu appears bald, but because it is a Mouse Pokemon, it probably has some fur over its entire body.
I guess I’ve always imagined the protrusions were made of bone and a part of their skull. I like this because even though they’re humanoid Pokémon, they still have an almost dinosaur-like quality to them. It’s something I enjoy about a lot of early Pokemon designs.
