I figured we’d try something with a more obvious answer.

002/P Team Rocket’s Scizor was released a few days earlier on July 1st 2001 as compared to the 001/P - Kecleon which was released on July 7th 2001.

So for numbered promos, just by the number on the card, Kelcelon 001/P is first but based on release date 002/P Scizor was first.
