Off topic but seeing your profile pic reminds me… how does gyarados not have an S/AR yet!? It’s outrageous! I thought gyarados was supposed to be a big selling popular character. Every time I think of which pokemon still need an s/ar gyarados always comes up in my mind first

For the tcg, prolly gyarados or rayquaza. Gyarados especially has gotten 0 ar/sar/chr/csr. Sure it has the Breakpoint card, but thats literally it and that predates the above terminology and hyper focus on art cards that modern revolves around.
Rayquaza is just super popular already, but hasnt seen a card (besides the holo one from Ascended Heroes) since swsh era. Basically, assuming that the market remains massive and hype filled, either of these pokemon getting a nice alt art will cause a new wave of collectors for the earlier cards. Popular exposure to a pokemon species’ cards pushes more people to buy them.
TLDR: whichever pokemon deeppocketmonster collects this year will be the one 
As far as not tcg related, itd have to be something from gen 10, kinda like how Tinkaton got kinda popular. Meme pokemon mayhaps

Hmm this is a great question, and one I’ve thought about myself.
I will say the TCG is interesting to me because it’s a bit of a feedback loop - at least partially, some of the popularity retention comes from the fact that some Pokemon have commanded high prices in the past, which sort of feeds into the newer release of the Pokemon doing the same, especially with all the content focused on them. Legacy/popularity is a lot more quantifiable here, but it also creates a self-fulfilling feedback loop. Not to mention that the deeper pockets currently belong to the older generation.
Anyways, ramble over. Ignoring the obvious stars such as Lucario, Greninja, Mimikyu, Sylveon, the ones I would want most are Talonflame, Volcarona, Dragapult, Toxtricity, Absol, Bisharp, Tapu Koko, Lilligant, Chandelure (which debatably is one I guess), and Marshadow. Those are easily some of the best designs for me. Let’s throw Armarouge, Zacian, Goomy, Crabrawler, and Corviknight in there too.
Some more hopes:
Rowlet, Sprigatito, Popplio, Litten, Fennekin, Scorbunny Braixen are also all top tier and have in-built popularity from being starters.
Ogerpon has so many fans from the DLC, but it doesn’t seem to be translating outside the gaming audience, which I think is partially the marketing of the mon.

After the release of the next main series game, I have a strong feeling that the next Pokémon Legends will have something to do with Hoenn. If that’s the case .. a whole lot of love even more so will be given to our well known danger noodle Rayquaza

Believe it or not, the massive teraleak last year strongly indicated that the next Legends game is going to be Galar of all places.
