What is this Carddass binder file for?

Hi everyone!

Just got this carddass binder from Japan, together with a series 1-2 carddass lot.
Wondering - what was it made / meant for?

It has 3 pockets on each page (double sided), and a total of 26 pages.
They are also horizontal as can be seen in the pictures.

Curious to hear your thoughts. Searched online and couldn’t find it or anything about it.
May be a generic file, but definitely doesn’t look like it.
