In the whole of Pokemon TCG, which do you think is the most common card in it’s history?

I’m looking to buy the most common card and scuff it to the point of PSA 1 and grade it to give to my friend for his birthday next year.

either a base unlimited common or one of the early English WOTC promos (maybe a movie promo), if I had to guess

My bet is on Base Unlimited Charmander/Machop. Both had 4x copies in the 2-Player deck set and 4x copies in one of the theme decks. Or it could be Weedle, which was a 4x of in Overgrowth and Brushfire.
