The best part is when customers do this for like a $20 item. I seriously hope you can pay immediately for a $20 card. If you can’t, you probably shouldn’t be buying Pokemon cards.

Someone tried to get a partial refund on a card I advertised as lightly played because they said it was moderately played and not lightly. They refused to return the card for a full refund because they got it at a price well below market value then left negative feedback.
Their own cards as a seller were listed
as"near mint or better" and “sold as seen no returns”
Someone else won an auction and paid for it a week later whilst winning a second auction and leaving the second item unpaid for several days late. I decided just to cancel all the sales
We had a back and forth about 1st ed Korean booster packs, ungraded and no weights. They said they are believed to be light packs. I told them I am a Korean collector and I offered $300 each to start, $350 for a Charizard art pack. I was expecting maybe $400-$450 as a counter offer. Instead I was insulted for not knowing what I’m talking about. Well you don’t understand print runs and rarity, 1st edition doesn’t mean the best in this set. Good luck sitting on them forever.
Let’s see here, I have 13 1st ed holos, including two Charizards, two PSA 10 booster packs and 1 unlimited card. “bUt 1St Ed BrO” Yeah, ok. Check the pop report and learn a thing or two ya dingus.
I can’t find the message exchange just now because the eBay messaging phone app isn’t great for digging out old ones, but I recently had a buyer pay for a £175 card, was weirdly insistent that I would also give him a 100-pack of card sleeves, which I obliged, only for him to return the card and keep the sleeves. So much work for something that’s like a quid or 2 to buy on eBay!

Assuming you’re referring to eBay, it’s not a scam at all because you’re covered by the money back guarantee.
So no; it’s not a scam. It’s just an incredibly stupid tactic by the seller.
I always get a kick out of how some customers negotiate.
Let’s say you have a $110 item listed.
Customer offers $90.
You counter with $100.
They come back with $91.
Like, seriously, why even bother countering if you are just going to increase your offer by one dollar?
They are just trying to spite the seller, and have no intention of paying even if you accepted the offer.

The extra $1 here does read a bit passive-aggressive. But would you find it rude/dumb if he threw back an offer of $90?
I could imagine the in-person negotiation going something like this:
“Would you take $90 for this?”
“I could let it go for $100.”
“Sorry, $90 is my max.”
Thereby putting it back in the seller’s court to consider if they want the immediate liquidation or if they want to wait a bit longer to maximize their earnings.
Note: I consider myself a horrible negotiator.
I would much rather they say “$90 is my max” than add an extra dollar.
