In my experience print lines are a factory defect allowable by PSA 10 standards. That’s how a lot of delta species cards came out. It’s not damage and other minor factory defects are allowed on PSA 10 cards.

I guess it depends on who you’re asking. I tend to agree with you…however, PSA is a third party authenticator so opinions may vary.
