My thought is that, if I wanted a PSA 10 tournament promo Charizard, I would much rather spend a bit more and get, say, a PSA 10 National Championships Charizard from EX Dragon. It’s 16 years older, rarer, and (subjectively) much better-looking. Personally, I don’t like the art on the one you posted. But I can see why some people might like it.
