So for documentation purposes im starting this thread. This is a Charmeleon i found amidst my bulk and i have a matching Dewgong. They are cut smaller and feel slightly smooth or soapy maybe? They may have been glossy when printed. Print dots look legit and nothing really seem off. Speculation suggests they may be japanese printed. Anyone have other ideas?

Very interesting with the side by side view! It looks like the art box is the culprit. Can you tell if the bottom or top of the art is cropped at all? Or is it just vertically scaled to be slightly smaller?
What other cards do you have like this? It may help pinpoint where they could come from.
It appears they are scaled off. Ill get some better close up shots of the back in a few hours. I only have a Dewgong to match but is it coincidence the 2 are sequential numbers?
The art box is smaller and compressed, its actually a different size and doesn’t align when they are side by side so i believe the plates were likely sized differently. The corners and borders all seem normally sized
This one below is the short one compared to a normal one. I don’t have a ruler, small enough that’s gonna be able to give an accurate measurement for the difference.
The picture should be pretty level so you can zoom in and move it around, should be able to use the phone or the edge of the screen as a straight edge
The cards in your image aren’t perfectly aligned but with overlaid rulers it looks like the artbox is scaled down. Other features like the name seem to be the same size, just shifted down because the cards are not aligned
