The other two fellow members summarized it very well; essentially usually people who worked or volunteered for an Pokemon Event such as Pre-releases, some sort of community event/festival (almost exclusively in Japan), or World Championships would have a usually “gold” STAFF stamp somewhere on the card.

There are exceptions that is almost exclusively to Japan, where the cards may be stamped something else, such as Organizer or something along those lines.

Some staff cards are much rarer than others, it really depends on the circumstance. Price also widely varies between staff cards!
