Hi, i just bought a Reshiram Full Art from BW and i noticed it seems a part of his hair is missing (as seen in the image). 
I thought my card was ruined but then I looked on the web and it seems that some other cards have this exact same problem. Does anybody know what’s the deal with it?
Also my card seems to have little dots, which at first i thought i could clean up. If somebody knows if i can, please tell me how.

I looked through current eBay listings and it looks like a small amount of these cards are missing the same outline in the same part as your card. Most feature the outline though. Interesting catch! My guess would be all the cards from that batch/print wave have the same error, probably occurred at either the beginning or end of the BW Base printing. We do know that Zekrom 114/114 from the same set was printed with a grey background in the early print runs, but was later changed to have a black background. Perhaps this is similar? And in regards to those white specs on the “Basic” tab, I believe that is just chipping of ink.
