Are PSA more forgiving towards older cards?
I see a lot of PSA XY pokemon cards get 9s with small whitening compared to PSA 10 base sets holos with much more whitening
No.
PSA has a very detailed system by which they systematically grade older cards easier than newer cards. However if your card is rare PSA will grade it harsher. Not to mention they know who submitted what, so if PSA doesn’t like you as a person they’ll just give you all 8s.

Modern cards made by Pokemon are just crappy for the most part, compare them to WOTC era or to Japanese modern cards. it’s not even close.
