I want to submit my Japanese “No Rarity” Base Set Pikachu to PSA to get graded, but I want to try and get some sort of recognition of the no rarity aspect on the label. How would I go about doing this? 
If you could find some documentation (ie; bulbapedia, Becketts Magazine etc.) explaining these in depth then you’d have a chance at a new designation. No lock though. A tip…you’d have a slightly better chance if the documentation describes it as an error;)
