I’m cracking two cards for the Arita signing. I was wondering If I send in the old cert labels with the cards to be graded, will PSA remove the old certs from the pop total?

yep yep, and regrade the cards as raw.

Do the new graders see the old certs which could create a bias? Or does someone else take care of removing the certs from the pop?

Just mail them in an envelope separately if you’re worried about a bias.
