What is the approximate value of bulk 1st ed Shadowless cards (per card) assuming no rares and PL-EX condition?

A bulk price probably $3-$4 per card

I would say less if in LP condition

I guess PL-EX would be a better example for the lots that usually come about

It depends on whether there are starters or uncommons* included but generally a good deal is $1.50-2.50/card if in bulk. Most common non-starters are available for ~$3 in Nm condition on ebay.
