Fell for a dumb scam paying for a card. I’ll spare the specifics, but I paid PP with G&S - submitted the claim, etc.
My question is how to handle the item that is possibly in transit. If it’s required signature do I just reject it? Do I sign and film opening it so I have evidence it’s not the item?
I submitted the link to the ad I found from the scammer, and took snapshots of it in case it’s pulled - as well as submitted the ebay link with the obviously same photos. Just not sure how to handle if a package actually comes and hoping someone has experience/advice on this.

I had a similar scenario happen last year. I received the package that weighed less than 1 pound that should have weighed at least 10 lb.
The PayPal rep told me to open the package in order to verify what was inside. It was obvious that I did not receive what I paid for. I would not have done this looking back.
It took much more time to receive my money back. I had to file a report with the post office, fill out the common internet scam form among other things. If I simply would not have received the packaged/refused the package all of those steps could have been avoided.
I had some cards in transit to me which I had very good reason to believe to be inked. (Found out after he sent). I opened a claim on pp, when the items arrived I said I didn’t want it, never signed, sent item back, and pp closed case in my favor. I actually spoke to 3 different reps while the item was in transit (was international so took about 6-8 weeks) and they all assured me if I didn’t accept the package I would win the claim because I never received the item and the seller would get his cards back anyway.
Inked means that the card has been doctored. Specifically, ink has been added to the card in order to cover any damage. This is almost always done on blue-backed cards, in order to hide the white spots of edge wear. It’s happening more often and sometimes can not be seen by the naked eye, a UV torch will show it more clearly.
I gather that you’re referring to the craigslist scam using the photos I took. I own the card, graded it myself and still have posession of it. I’d be happy to write a formal letter to PayPal and provide whatever documentation they need to prove that fact. You probably don’t even need to wait for it to “arrive”, given that I have the card sitting on my desk 5ft away.
