First post on the forum but reader for many years!
I’m looking for information on these cards :
I found the images on a sales site without further information.
The card is identical to the french inserts of the time.
I tried to find info, but couldn’t find anything.
My only theory is that it could accompany oversized cards of the time (Articuno, Zapdos & Moltres for example).

None of you have ever seen this french jumbo insert?
The text looks a bit different from a standard-size one, like on the front it says “maîtrise” instead of “maîtrisez” the centered text also have some differences (even the telephone number) and this is the first case I see of a back reporting “not for play use” in another language than english.

Despite me saying “jumbo”, according to my (poor) measurements, dimensions are closer to box toppers (sort of 13x10,40 cm - 5,11"x4").
Don’t take my measures for the absolute truth, they are spans.
Thanks for the tag, but unfortunately when it was posted a month ago, it was the first time I saw it.
I do have a sealed French Moltres with a similar insert, although the text differs from both the Jumbo and regular-sized insert you’ve posted:
@omic Which insert did the one you posted come from? Don’t tell me I’ve got to find a French sealed Moltres from Belgium now?..
As for the back, it also contains a different text than my French Jumbo Base Set Pikachu (although both translate to ‘Not usable in game’):
