Are the N64 promos the same as the CD promos? There was an old thread from many years ago that concluded they were the same despite PSA designating 2 versions at some point. Has anyone followed up to confirm this recently?
I personally am not aware of any way to distinguish most of the non-glossy CD promos, including the two holos above. 
To quote a post of mine last time this topic was discussed:
If new information is available to somehow distinguish between the two versions, I’d love to know as well.

Do you own copies of both? I’ll pick the N64 up someday and give a shot at comparing them. Without them in hand it will be real hard.
For the CD promo pikachu, you can also check for magenta ink over the yellow on the card borders. USA are always solid yellow except the promo.

Unfortunately not. I do have a Cool Porygon somewhere, but that was bought on eBay or Mercari years ago, so I don’t know its product source.
It’ll indeed be tough to make any kind of comparisons unless you open up both products.
Ah yes, I’ve indeed hear you or John speak of the magenta in the borders before on the English cards printed in Japan. I think last time it was mentioned the discussion was about the WB Mewtwo from the Japanese VHS, but it indeed also applies to the Pikachu.
