Hello guys! A friend of mine opened a Eeveeloution Tomy Batomen pack and had this little clear plastic card inside. It’s not something we had seen before and was wondering if anyone knows what it is or what it was used for? 
Also has anyone had any luck grading Batomen with PSA? We found the Mew/Mewtwo promos graded but couldn’t find any from the set. I am aware CGC and BGS grade them but The Sub Center are offering a coin submission service this month at 19.50 a slab and we were thinking of sending some in for this service.

It seems like this plastic chip would be slid into the Tomy Batomen C-Code Cyclone (トミー サイクロン バトメンCコード) toy, on top of the LED lights (although I do not know the rules or how this would affect the gameplay - I was unable to find the instruction manual online.)
