Yes, it is. It’s not as much about a white outline, but the fact that the cosmos holo background extends to the top of the card artbox. You can see the variants for Shining Magikarp here. There are really three versions of the holo, with the first two being categorized as “normal” and the last version being categorized as “double holo error” by grading companies.
