Depends on the country. Where I live this mostly goes unpunished due to the fact that the police does (I) not have the manpower and (II) not give priority to it.
I understand that the authorities have to make certain choices but that unfortunately means that this type of criminality stays as it is.
It could be a possibility that they just lack the knowledge. Also, I think if I went to law enforcement to say I got scammed X amount of $ on a Pokemon card, they would laugh and not even take me seriously.
Pretty much the answer to your question: "Does theft not matter if the victims are people who like Pokémon cards? ", Yes it does not, sadly.
You should report it to the local force (they will take it seriously - just make sure you give them all the facts, how much you paid, the sellers intentions/behaviour). The individual is making fraudulent items.
He’s probably still operating because no one in the UK (the previous victims) have bothered to report it or they failed to report it properly. It should be an open and shut case to prevent this individual ever making/selling these counterfeit items again.
Got to love that item description: “Card has been kept in a sleeve and screw toploader…” - Because when it is in a screwed toploader, you know it’s legit.
In all seriousness though, this is absolutely disgusting behaviour. And the most stupid thing is, he would almost certainly be getting better returns if he dedicated the same amount of time and effort into building a legitimate business.
I’m honestly just curious why people even try this? If I spend 1000 dollars on a card do they not think I’m going to know it’s fake? Especially a non holo example like this? How do they gain if they have to refund peoples money for every sale.
For those that are interested. Responses from seller during the ordeal.

21 Dec - I believe your trying to get something for nothing Your trying to get the item for free As a gesture of good will I ll offer you a partial refund to resolve this
21 Dec - Why are you shouting using caps? That’s your opinion, I believe the cards real so were at a standstill My feedback is impeccable, it speaks for it self Let eBay decide what happens Thank you for your time, I’m sorry to have inconvenienced you but I’ve had the card for a long time and I know its genuine
I feel bad because I have a real foul taste in my mouth with UK sellers. I was scammed by one when I first started collecting and I have seen multiple threads and posts throughout various platforms and it has been mainly from the UK. Glad you got your money back!
I think a key thing to bear in mind is that if something looks too good to be true it often is especially with expensive and iconic cards, treat with caution/suspicion.
