Help identifying a Japanese Suicune metal card?/promo item?

I’ve had this thing for a very long time, and it’s pretty weathered at this point. It’s a Japanese Suicune gold/metal character card..? I don’t even know how to really describe it. I’ve always wanted to know what it is but never managed to find any information on it online, like none whatsoever.

If anyone has info on it’s origins or purpose I would really appreciate it! (Pics below)

It’s an “Ichiban-Kuji Part 10 Seal Plate” (Suicune)

It seems you get it from a Banpresto lottery in 2001.

I still don’t really understand what a seal plate is, but it’s cool to know where this actually came from and have some closure on the mystery lol. My friend gave it to me when I was very young, he must’ve won it in the lottery at some point while he was living in Japan.

I think “seal” refers to “stickers” for Japanese merchandise, so this is probably a plate designed for displaying or attaching stickers

Those have gotta be some pretty impressive stickers then, if they need a metal display plate to contain them. What kinda stickers could those be lol, another mystery I guess.
