I was wondering if there has ever been any stamped EX Holo cards from ex era. Only “weird”/”error”/”test” card I know about is that German Groudon ex.

To my knowledge there are 2 variations of Holo Filler Cards for the ex era. Standard Borders and 2 Borders Only. There are some other fun variations of ex era Fillers but no others that are holo.

The text on that groudon is dutch german. Also did ex series have a dutch release?

Yea that is correct. There are no Dutch cards, however European (and thus German, which is what this groudon is) cards are printed in a Belgium facility, which speaks part Dutch. Afwerpen basically means discard, which obviously did not happen.

Technically it’s Flemish instead of Dutch (the Dutch dialect spoken in half of Belgium), but German would be correct when talking about the card itself, except for the ‘afwerpen’ specifically, as mentioned in the comment above. 
As for the topic, there aren’t too many cards like that from the EX era. 
The only cards that come to mind are the white-backed cards for the Japanese EX Holon Research Tower set:
And the non-holo Groudon/Kyogre ex without e-Reader borders from Australia could be considered weird EX era ex cards as well I guess, although they’re not holo and are official releases:
If we were to include misprints/miscuts, this Italian EX Crystal Guardians Blaziken ex is a pretty big miscut:

I recently stumbled upon the sibling of that Blaziken (maybe it’s from the same sheet?)

Might even be the card directly below the Blaziken, since it lines up in both size and text. 
But yeah, both huge miscuts of Pokémon ex from the same Italian EX Crystal Guardians set: they’re defintely from the same sheet.
