Technically Eevee has a cameo in the evolution box of every Eeveelution, but I don’t count that as a cameo. Since the artwork of mysterious fossil is shared with all the fossil Pokémon, I wouldn’t count it as a cameo

Oh I didn’t even read the text, I thought you were talking about the evolution box having fossils. That is tricky. If they aren’t expensive, count them. If pricey, dont count them, haha!

My biggest problem i can see is the omanite from world champion pack…….
I agree with @eeveeteam that evolution boxes shouldn’t count towards cameos. I personally also wouldn’t count set symbols or stamps (e.g. I wouldn’t count a Acro Bike from the Latios Half Deck towards a Latios collection; and I also wouldn’t count the stamp on this BW-P Tepig promo as a Pikachu/Oshawott/Snivy cameo).
As for the Mysterious Fossils inside the actual artwork. 
I’d probably still wouldn’t count them, since the Fossils are a separated evolution. That is, if you only collect Kabuto and Kabutops cards, and not the entire evolution line including Mysterious Fossil / Dome Fossil cards. Otherwise I would count them towards the collection, as Mysterious Fossil cameos.

Update: So, it’s been a crazy year, but I’ve found a lot of information about different cards, and I’ve added some AMAZING items to my collection!
First thing I wanted to add here are a few items I’m in need of help identifying.
This has been identified to me as a “1998 Pokémon Televi-Kun DX Secret Zukan Box” Card. I’ve never seen it before this instance, and haven’t since, but I’m on the hunt for it so if anyone has it, or knows anything about it, please let me know!
The other item I’ve come across is this lenticular
And these… pog like things lol
I’ve also come across Dunkin stickers, 2 different versions, but finding clean copies are extremely difficult.
Finally, these two below. One of them is obviously a Kabuto/Kabutops item, while the other one I’m unsure whether there is a Kabuto or Kabutops within the set, and CGC has no pop report available.

Nah not strictly, I like collecting raw cards too, but when I can I like to collect cards that I can grade myself 
That said, I do have just a binder of Kabuto and Kabutops cards

That 2002 trademark kabutops/kabuto sticker is from the EU ‘LU’ cookies. I’ve bought a lot of the stickers recently from a seller selling his entire collection. Maybe you already knew the origins but had to comment to make sure you do now
