This got me wondering if any older art had Pokemon drawn this bizarre and interesting way

Isn’t Donphan in general fat, though? What’s fat about this artwork in particular? 
There are a lot of other fat Pokémon that come to mind in that case: Munchlax and Snorlax; Miltank; Slaking; Pikachu Vmax; Wigglytuff; Azumarill; Chansey; Wailord; Makuhita and Hariyama; Venusaur; etc. Although this Slaking artwork is especially fat tbh:
