Ebay International Shipping Program help

Hello, I’ve encountered an issue with my ebay listings, for some reason I’m excluding shipping to all countries outside US when my shipping policies clearly say I’m not excluding any countries. All my old listings listed before a month ago qualify for ebay international shipping program and don’t exclude any countries, but any new listing I make show I’m excluding countries outside US even though I’m using the same shipping policy as the ones that don’t exclude countries. I have dealt with three separate ebay agents and we’ve tried the following: choosing correct category, choosing default shipping policy, and checking my account settings for excluded locations. Nothing has worked so far. In order to utilize ebay international shipping program, you need: domestic shipping only, international shipping turned off, and no excluded locations. My listing settings qualify for all of these but the listing still excludes all the countries. I have sold through the program before, it’s just any listings I make now are not qualifying for it. I’m making this post to see if any others are experiencing this, since the ebay agents I’ve dealt with haven’t fixed it, thank you for reading.
