This is like choosing between an above average Texan steakhouse and two different kinds of Hungry Man.
In terms of pure layout though, I think Prime is a worthy silver medalist, much better than LV.X which were just terrible in every way.

Surprised to see Dragonite as the highest ex in ex dragon! I thought Rayquaza would win for that set
i don’t think ray has any really good exes, but it certainly has plenty of great other cards from the era.

Ive noticed quite a lot of people hate on the unseen forces typhlosion and its happened here again but ive always thought it was a cool card. Can anyone make me see whats wrong with it 
i want to improve my eye.

It really is just basically a ranking of value 
I vote for aesthetics but it often tracks with value.

I was just about to comment “don’t tell me that Mew and Celebi are the most expensive” since they won both the individual and group ranking, so I guess it is that.
Mew especially looks no better than the cards that got 2 votes. Off model, terrible CGI, poor concept and execution.
Something maybe interesting or maybe obvious is that if presumably 69 people voted, only 17 cards out of 160 or about 10.63% got more than 50% even though the concept itself was ranked at 7.71.
Maybe it goes back to Pokemon itself being dependent on a core few. Seems precarious but so far the nostalgia well has not run out.
idk about english or graded, but in jp, espeon is like $25 and milotic is like $10
i have a hard time nostalgia is playing a huge role here. i’d be surprised if anyone here remembers earning enough PLAY points to redeem for the Mew.
i personally stopped opening packs/collecting around the time of Rocket and missed everything from gym-sm. I just think ex era has a nice aesthetic that i enjoy over other generations, and the exes are just one of the distinct facets of that era’s aesthetic. within them, there are some that are done well (within that framework)
sure if you compare them to a modern special art, they look bad, but so does everything before swsh.
And in English?

Unexpected is the first thing that comes in my mind while looking at results, Mew ex 007/PLAY has been always the chase card many people want so seeing it beaten by Celebi ex 006/PLAY is funny as hell. 
Suicune ex and Milotic ex in top 5 is justice, two incredible looking cards from early/mid sets.

The average ex in PSA 9 is probably $100-200
English Milotic ex PSA 10 might be the most expensive of any (English or Japanese). Or rather, it was at one point. How the mighty have fallen
