I am surprised by @pfm’s inclusion in Tier 3 and not Tier 2, but it makes for a bigger upset if the bunny wins
I considered putting him there but I felt the win quality spoke for more than raw placements since DQs affected those.
Not to say I don’t think the GOAT can cause a massive upset (especially with Mega Lopunny legal).
