It’s probably not damage as it’s in the cellophane still
It’s referred to as a “no name” misprint (well a partial no name I guess in this case)

Unlike pokemon where the name is printed on with the rest of the text, these yugioh foil names are stamped on so you can get a lot of funky misprints happening
Should you send it in for grading? Probably not. I don’t know the value of the regular copy of the card but the misprint really doesn’t seem to add much value on its own.
Looks like you can buy a bunch of different no name cards for around $25
