Does new product packaging "stain" the cards?

In the WotC era, theme decks and exterior plastic wrap could create a “cellophane stain”. Because of the chemicals in the tight plastic wrap, it would chemically change the ink on cards and perhaps product packaging.

Does anyone know if this is STILL true with product packages for promotional cards and things like that? :thinking:

Note: I imagine the biggest threat to sealed promos today is a crease caused by pressure from the seam on the plastic wrapper.
