Secrets from Team Rocket Returns: Charmeleon and the Here Comes Team Rocket!
I saw an old post saying 1/3 secret rares per box, but that seems a bit too low.
If this is true, does this put their rarity on par with Gold stars. Pops are similarly low

Charmeleon is a box topper. Idk about the other ones rate

Does a ‘box topper’ mean that there was one included at the top of every booster box? I’ve heard the term before but am unfamiliar with what it actually means.
