Did you already provide payment - if not, I’d just go ahead and cancel this purchase… There’s not a chance you’ll receive this card (sorry). However, if you have provided payment, you’ll 100% get a refund through eBay / PayPal! It’s just a big waste of time and money though!

its a rookie mistake. but yes you will be covered by paypal. even people with real accounts scam sometimes in need of money. so don’t be too down. loads of people get caught up in “getting a bargain”. and sometimes it pays off.
the signs here were pretty obvious though, especially the price. just time and energy wasted here.
and if you do manage to get a gem charizard in the post then oh happy days.

99.9% of items on ebay that seem too good to be true, ARE. lol. Just take this and learn your lesson. You’ll get your money back eventually but you will most likely have to file a PayPal case after the alloted time passes that ebay allows the seller to ship the item.
