I remember talk that EX Legend Maker and the EX Trainer Kit 2 were printed in Chinese. Could this event be the reason why? The time frame seems to be right around there. Could this deck and set have been the prizes/other learning how to play things for this event?

Ex legend Maker was printed before this tournament. Yes, it was part of a drive to increase awareness and get organized play set up. Didn’t take off. Booster packs of Ex Legend maker were given as prizes, but this wasn’t when they were introduced. By the way, if you’d like to see the EX legend maker cards, I have a near-complete set in my collection thread.
